Azure AI Services (Foundry) has introduced Quota Tiers - Free Tier and Tiers 1 through 6 where quotas increase automatically with usage to help avoid rate limit errors. The upgrade from Free Tier to Tier 1 does not automatically start charging you, and for a nonprofit subscription it would give you higher quotas and better access to models issues like being unable to deploy certain models or getting zero TPM capacity are often tied to Free Tier limitations that Tier 1 removes. On whether you can return to Free Tier after upgrading Microsoft does not publish a formal downgrade path for AI quota tiers, and based on community experience the answer is generally no. Once upgraded, reverting typically requires opening a support ticket and is not guaranteed. So if you are unsure, it is safer to stay on Free Tier for now and upgrade intentionally when you have a clear need.
For your nonprofit use case, the Free Tier is a reasonable starting point for testing. If you find yourself hitting rate limits or unable to access specific models, that is the right time to upgrade deliberately through the portal not through a link in an email.
