The message appears because the Bing Maps visual is being deprecated and the Azure Maps visual must be enabled at the tenant level before the automatic upgrade button can be used.

    To resolve this:

    1. Identify the Power BI/Fabric tenant administrator for the organization (often the Microsoft 365 global admin or Power BI service admin). If unsure, check with the IT department or whoever manages Microsoft 365/Power BI licenses.
    2. Ask the admin to enable Azure Maps in the Power BI Admin Portal:
      • Go to Power BI Admin Portal → Tenant settings → Integration.
      • Turn on Users can use the Azure Maps visual.
      • Optionally also enable Map and filled map visuals if needed.
    3. After the setting is enabled and propagated, reopen the report in Power BI Desktop. The upgrade dialog should allow converting the existing Bing Map/Map/Filled Map visuals to Azure Maps, or the admin can convert them manually using the Azure Maps icon in the Visualizations pane.

Once Azure Maps is enabled, existing Bing Maps visuals remain available, but it is recommended to convert them because Bing Maps is scheduled for deprecation.
