Since your image is at 14393.7426, you’ll need to install the latest Servicing Stack Update (SSU) first, then apply the most recent Cumulative Update (CU) for 1607. Without the SSU, the CU will fail to repair the component store.

Download KB5088064 here: https://www.catalog.update.microsoft.com/Search.aspx?q=KB5088064 After that, download the latest cumulative update for 14393 as this will supersede your current build and refresh the component store. Once both are applied, rerun DISM /Online /Cleanup-Image /RestoreHealth to confirm the corruption is resolved.

KB4048953 is not listed in the available Windows 10 Enterprise 2016 LTSB (version 1607) client images or their cumulative updates in the provided context. However, DISM-based component store issues on Windows 10 Enterprise 2016 LTSB (build 14393.x) can be addressed using the supported DISM cleanup and repair workflows.

For Windows 10 Enterprise 2016 LTSB (1607), use these approaches:

    1. Repair Windows Update/component store online
      1. Open an elevated Command Prompt.
      2. Run:
              DISM.exe /Online /Cleanup-Image /RestoreHealth

This uses Windows Update as the source to repair component store corruption.
      3. After it completes successfully, run:
              sfc /scannow

      4. Then run Windows Update again to pull any missing cumulative updates for build 14393.
If the machine cannot reach Windows Update, use a matching 1607 source (same edition/build) and run DISM with /Source and /LimitAccess as described:
         DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:\\<servername>\c$\windows /LimitAccess

    2. Clean up the component store (WinSxS) If the issue is related to size or stale components rather than a specific KB, run from an elevated Command Prompt:
         Dism /Online /Cleanup-Image /StartComponentCleanup /ResetBase

This removes superseded components and resets the base, which can clear many DISM component store complaints even when a specific historical KB (like KB4048953) is no longer directly available.
    3. Offline image servicing (if working on an image rather than a live system) If the corruption is in an offline WIM/VHD image of Windows 10 Enterprise 2016 LTSB:
      1. Copy the image to a technician PC.
      2. Mount it:
              Dism /Get-ImageInfo /ImageFile:C:\test\images\MyImage.wim
              Dism /Mount-Image /ImageFile:C:\test\images\MyImage.wim /Index:1 /MountDir:C:\test\offline

      3. Analyze and clean the component store:
              Dism /Image:C:\test\offline /Cleanup-Image /AnalyzeComponentStore
              Dism /Image:C:\test\offline /Cleanup-Image /StartComponentCleanup /ResetBase

If DISM logs reference KB4048953 but the package is no longer available as a standalone download, the supported path is to repair via DISM /RestoreHealth using a matching 1607 source and then bring the system up to date with the latest cumulative update for 1607 (such as those reflected in the 14393.4104, 14393.4046, 14393.3504, 14393.3384, or 14393.3326 images in the context).
