Dell Inspiron running Windows 11 fails to connect to iPhone

I have followed instructions to delete, restart, update phone, OS, and firmware, remove phone from old PC, no low power setting, no VPN, and discoverability on both devices. My phone still won't pair to the new PC. This has worked on my previous PC and I can't figure out what is preventing the pair. I've read the Microsoft tips to pairing and that didn't help. There is a Reddit thread with tips, but following those has not solved the problem.

Where an I find help to make this happen?

Clary - I finally have this fixed. You can imagine the number of driver updates, uninstall, reinstall, setting checks, bios checks, etc. The thing that worked was expanding the browser window on the laptop for the pairing screen. For some reason the default size of the box on the laptop screen had the PAIR button below the bottom of the screen. Trying to drag the window or scroll down didn't do any good. It wasn't until the window was expanded to the full size of the screen that the button became apparent. Then I was finally able to get the Phone Link to work. Thank you for your help with all of this.

    Next, please try creating a new user profile, as this is the quickest way to check whether the issue is related to your current Windows account:

    1. Go to Settings > Accounts > Other users.
    2. Click Add account, then select I don’t have this person’s sign-in information and choose Add a user without a Microsoft account.
    3. Enter a username and password, then click Next.
    4. Sign out of your current account and sign in with the newly created account.
    5. Check if the issue still occurs.

    If the issue still happens in the new profile, the next step is to perform a clean boot to rule out any third-party software conflicts:
