i dont know why or how, but my computer is only using half of its ram on tasks when i look at task manager.
Your RAM usage in the screenshots looks normal, Windows 11 is very resource hungry, by default the operating system alone may use 4GB+ of RAM, and in Task Manager, you will not see the amount of RAM used by Windows, just the processes and apps running on your PC.
Restart (not shut down) your PC to flush out your RAM.
Do not start any apps.
Open Task Manager.
Select the Performance tab.
Click Memory on the left.

Your RAM usage is a bit high even for Windows 11.
In Task Manager, select the Start-Up tab.
Disable any apps that start with Windows, except any 3rd party anti-virus you may have installed.
Then, restart your PC again to check the RAM usage on startup.
when no applications are open it is this much just for windows, however whenever i open any basic application it jumps up to about 6-8gb (is this just windows being windows?)
If that is the RAM used by Windows before any app is opened, then there is no problem indicated with your RAM.
When you start an app, that may also enable Windows system processes that are required for the application to run, and that would account for the extra RAM usage.
Also a web browser these days is one of the most resource hungry apps installed on your PC, as you can see in your initial screenshots, the Opera browser was using 4.2Gb of RAM, try to reduce the number of open tabs in your browser.,
