Unable to deploy any models in Microsoft Foundry (Error 715-123420)

I am unable to deploy any model in Microsoft Foundry. Every attempt results in the same error banner:

715-123420: An error occurred. Please reach out to support for additional assistance.

I would greatly appreciate urgent assistance in resolving this issue, as it is preventing all model deployments. Please advise if any additional information, logs, or permissions details are needed to troubleshoot this problem effectively.

Hi @MadCuts AI

When this error occurs (Error Code 715-123420 or 555420), it indicates that Azure AI Foundry has blocked GPT model deployment due to a fraud signal, and the request requires review by the appropriate internal team.

We have received an update from the PG team that the issue has been rectified. Could you please check from your end and confirm whether the issue is now resolved?

If the updated response resolves your query, kindly consider clicking Upvote and Accept Answer so it can help others as well.

Looking forward to your response.

Thankyou!

    Hello MadCuts AI

Greetings! Thanks for raising this question in Q&A forum.

I notice this is the same Error 715-123420 in Microsoft Foundry that you reported earlier in a separate thread. Since this issue is still unresolved and blocking all model deployments for you, let me provide a consolidated and clear set of steps to help get this sorted as quickly as possible.

The error 715-123420 is a generic deployment failure banner in Microsoft Foundry. It doesn't point to one specific root cause it could be triggered by insufficient quota, missing role permissions, model or region availability issues, or a stuck platform-level provisioning state on your subscription. Since it is happening for every model you try to deploy, the most likely culprits are a subscription-level quota issue or an RBAC permissions problem.

Here's what you should do right away:

Step 1: Check Deployment Logs for the Real Error

In Microsoft Foundry, open your project, go to Models + endpoints, and click on any one of the failing deployments. Review the deployment logs carefully they will usually contain a more specific error message beneath the generic 715-123420 banner, such as "QuotaExceeded", "AuthorizationFailed", or "ModelNotAvailable". This tells you exactly which direction to go next.

Step 2: Check Your Quota in the Management Center

Go to Management center → Quota inside the Foundry portal. Check whether the model and SKU you are trying to deploy has available quota in your target region. If you see zero quota or a red indicator, that is likely your problem. You can request a quota increase directly from that page or try switching to a different region where quota is available.

Step 3: Verify Your Role Permissions (RBAC)

If the logs show an authorization-related error, check that your account has the correct role assigned. At minimum, you need the Cognitive Services Contributor role on the Azure AI or Foundry resource. Go to the Azure Portal, open your resource, click Access control (IAM), and confirm your role is assigned. If not, ask your subscription admin to assign it.

Step 4: Confirm Model Availability in Your Region

Some models are not available in all Azure regions. In the Foundry portal, when selecting a model to deploy, make sure the deployment type (e.g., Global Standard, Standard) and region you have selected are supported for that specific model. If in doubt, try switching to East US or West Europe as these regions typically have the broadest model availability.

Step 5: Try Deploying via Azure CLI as a Quick Test

To rule out a portal-specific issue, try deploying a simple model using the Azure CLI. If the CLI also returns an error, the details in the CLI output are often much more specific than what the portal shows, which can help pinpoint the exact cause faster.

Step 6: Open a Microsoft Support Ticket Urgently

Since this is blocking all deployments across all models and the error banner itself recommends contacting support, please raise a Priority support ticket at https://aka.ms/azuresupport and select Microsoft Foundry or Azure AI as the service. When you open the ticket, please include your Subscription ID, Foundry resource name and region, the names of the deployments you attempted, the exact UTC times of the failed attempts, screenshots of the 715-123420 error banner, and any details from the deployment logs. The backend support team can correlate the error code with internal telemetry and resolve any stuck quota, capacity, or provisioning state on your account that cannot be fixed from the portal side.

If this answer helps you kindly accept the answer which will help others who have similar questions.

    Best Regards,

    Jerald Felix.
