I'm being blocked from sending group messages

This happened last year when I switched to the new Outlook. Before I was able to send a group message & then was not able to after switch. I divided my group into 6 groups & was able to send to 3 groups at a time & then had to cut back to 2 groups at a time. Now, today, i can't send even 1 group. I'm not a spammer. How do I correct this?
