Billing waivers, refunds, and subscription-specific investigations (including checking which resources are still running) can only be handled by Azure billing support engineers with access to the subscription and invoices.
To request a one-time credit/waiver and help with stopping all billable resources, create a free billing support request from the Azure portal:
- Go to Help + support in the Azure portal or open this link: https://portal.azure.com/#blade/Microsoft_Azure_Support/HelpAndSupportBlade/overview
- Select New support request.
- For Issue type, select Billing.
- Select the affected subscription (for example, the subscription ID provided).
- For Problem type, choose Refund Request or the closest billing/charge option.
- In the description, clearly state:
- That the subscription was used for training/learning.
- That resources were believed to be deleted but charges continued.
- That a one-time courtesy credit/waiver is requested.
- That assistance is needed to identify and stop/delete any remaining billable resources.
- Complete Additional details (include subscription ID and relevant dates) and submit the request.
Billing and subscription support is available 24x7 and is free. A billing engineer can:
- Review the unexpected charges and determine whether a credit/waiver is possible.
- Help identify any remaining chargeable resources and guide through stopping or deleting them.
If the subscription is already disabled due to non-payment, still use the same Billing support request path; billing support can assist with past-due balances and disabled subscriptions.
For future use, to avoid similar issues:
- Use Cost Management + Billing → Cost Management → Cost analysis to monitor charges.
- Set budgets and alerts so that notifications are sent before costs grow unexpectedly.
