Intune Policy - Edge Warm Start not opening Home Page

Hi,

Our policy config is working as intended, however, my query is regarding the configuration of Edge's warm start behaviour, where if Edge is already running and a new instance of Edge is opened (warm start), it does not honour Startup pages but instead opens a new tab.

For our leadership teams, I would like confirmation that the warm start behaviour is not configurable; the desired outcome is that no matter how many instances of Edge are launched, it opens the home page.

Further Details:

Edge Cold Start: opening Edge for the first time; this honours the setting "Action to take on Microsoft Edge startup (User) = Open a list of URLs"

Edge Warm Start: opening an instance of Edge while Edge is already running; this does not honour the setting "Action to take on Microsoft Edge startup (User) = Open a list of URLs" and typically opens edge to the new tab page.

I've not had not much luck trying to find details on 'Warm Start' config and I'm limited to AI results describing the issue while the results provide no article that references this behaviour.

AI: Subsequent Instance Opening (Warm Start):If Edge is already running, opening a new instance (e.g., clicking the taskbar icon again) will typically open a new tab/window (based on user settings) rather than re-triggering the "RestoreOnStartup" URLs, unless the user closes the entire browser process.
