Misleading quotes in If-Match header value

There is a section in https://learn.microsoft.com/en-us/openspecs/windows_protocols/ms-odata/614ae91e-c75e-4555-9e55-d3db0c57e4cf?source=docs

The one exception to this rule is that if an If-Match header with a value of "*" is present on the request, then a data service MAY accept the request.

that the OASIS OData committee deems ambiguous. It is not clear that the double quotes are not part of the value of the If-Match header. (see https://github.com/oasis-tcs/odata-specs/issues/2156)

how to report and or fix this in the document ?

    Hi Christof,

    Thanks for reaching out with your concern regarding the MS-ODATA spec. After inspecting section 3.2.5.1, I found that the double quotes are intentionally added as a form of escape character because the entity (whether character or string) is within an English paragraph. There are many instances in the Open Specification documents that have these double quotes within paragraphs to ensure the reader knows where said character or string begins and ends.
