Adding a credit card during Azure for Startups / Azure signup is required for identity verification and as a payment method for when credits are exhausted, but it does not by itself trigger normal usage charges.
During signup, a small, temporary verification hold may appear on the card. Documentation states this is a verification hold that is removed within 3–5 days. The exact amount isn’t specified, but it is a small authorization used only to validate the card, not an actual charge.
Normal, billable charges only occur if:

- Services continue running after credits expire and aren’t shut down.
