Some PDFs - and web forms - don't allow copy and paste as a security measure. They insist that you actually type into the form.

In Edge on Windows 10, copy/paste into web apps and PDF viewers depends on browser clipboard permissions. If pasting from Word into a PDF in Edge suddenly stopped working while typing still works, clipboard access is likely blocked.
Enable clipboard access for Office/Edge as follows:
If using Chrome instead of Edge, a similar setting exists under View site information → Clipboard, which must be turned on for Office.com apps.
If clipboard access is blocked at the browser level, copy/paste from Word into PDFs or other Office for the web surfaces will fail even though typing still works.
