If that doesn't work, check if you have any school or work accounts configured in Start Menu > Settings > Accounts > Work & School Access > check if you have an account configured.
Probably one of the accounts has policies being applied, causing the wallpaper to change.

You can use a third-party app to set it as Lively Wallpaper.
