Building and customizing solutions using Microsoft 365 Copilot APIs and tools
Copilot in Edge can be blocked for a few common reasons, all controlled outside the chat itself:
- The site or owner blocked Copilot/Actions
- Actions in Edge don’t work with every site. If the site owner or the site’s configuration doesn’t allow Copilot to interact with it, Edge will show that Copilot is blocked and may tell you to contact the site owner. In that case, Copilot simply isn’t allowed to operate on that page.
- Your allow/block list in Edge settings
- Actions in Edge are limited to a curated allow list. If the site you’re on isn’t in that list, Copilot can’t interact with it until it’s approved.
- You (or your admin) can manage this in Edge: go to Settings > AI Innovations > Actions in Edge Preview > Manage what URLs can or cannot be access by Actions in Edge and check whether the site has been added to the block list.
- Organization or admin policies
- If using a managed or work/school device, IT admins can block Copilot or specific sites via policies (for example, sidebar policies or URL block lists). When that happens, Copilot may show as blocked and you’re instructed to contact the owner/admin because only they can change those settings.
If the message explicitly says the web owner blocked Copilot, the only way to restore Copilot on that page is for the site owner or your administrator to change their settings or policies. Copilot itself can’t override those restrictions.
