A cloud-based identity and access management service for securing user authentication and resource access
Use the following checks and steps to resolve the issue where the Microsoft account can sign in to Microsoft services but not to the Azure portal.
- Verify browser and sign-in behavior
- If the Azure portal page hangs or never finishes loading:
- Refresh the page.
- Try a different browser.
- Use a private browsing session:
- Edge: Settings (three dots) → New InPrivate window → go to the Azure portal.
- Chrome: Use Incognito mode.
- Safari: File → New Private Window.
- Clear cache and cookies:
- Edge: Settings → Privacy and Services → Clear browsing data → select Browsing history, Download history, Cached images and files → Delete.
- Chrome: Settings → Privacy and Security → Clear browsing data.
- Check if the wrong account or directory is being used
- If automatically signed in as a different user:
- Clear cookies and cache including Cookies:
- Edge: Settings → Privacy and Services → Clear browsing data → select Browsing history, Download history, Cookies, Cached images and files → Delete.
- Reset browser settings to defaults.
- Use private browsing (InPrivate/Incognito) and sign in with the intended account.
- Clear cookies and cache including Cookies:
- If sign-in works but Azure shows “No subscriptions found” or similar:
- In the Azure portal, select the account icon (top-right) and confirm the correct Azure directory is selected.
- If the correct directory is selected and there is still no subscription, an administrator must add the account as an Owner on a subscription.
- Confirm the correct credentials type
- If work and personal accounts share the same UPN (for example,
******@contoso.com), ensure the work account is selected when accessing Azure resources. Using a personal Microsoft account instead of the work/organization account can prevent access to Azure or Entra ID resources.
- Handle specific sign-in error messages
- If the error page is of the form “Sorry, but we’re having trouble signing you in” from
https://login.microsoftonline.com/login.srf:- View the page source.
- Search for
HR=and note the numeric error code. - Use that error code when contacting technical support for targeted troubleshooting.
- If the error is “Account verification system is having trouble” when MFA is enabled:
- For phone call verification, respond by pressing
#. - For SMS verification, ensure the correct verification code is entered.
- If other verification methods are configured, select Other verification options, choose another method, and verify that phone numbers in the account settings are correct.
- For phone call verification, respond by pressing
- Tenant blocked or inactive scenarios
- If the error code
AADSTS5000225: This tenant has been blocked due to inactivityappears:- Administrators can request tenant reactivation within 20 days of entering inactive state by contacting Microsoft using the global support phone numbers.
- Optionally, try signing in directly to a specific tenant using:

https://portal.azure.com/<yourTenantName>.onmicrosoft.com.

- If the tenant cannot be reactivated and is deleted after the inactivity period, a new tenant must be created.
- Browser data and multi-account conflicts
- If access is blocked or redirected incorrectly even though permissions exist:
- Sign out of all Microsoft accounts in the browser.
- Clear all site data and cookies.
- Sign back in only with the account that should have Azure access and retry.
- When to contact support
- If the error code from the sign-in page cannot be resolved using the above steps, or if the tenant is blocked/inactive and within the reactivation window, contact Microsoft support (or have a tenant admin do so) and provide the error code, tenant details, and timestamp.
