Sending, receiving, and organizing email in Outlook.com
For a locked Hotmail/Outlook.com account where the recovery form keeps failing, the only supported options are:
- Try the Sign-in Helper / standard unlock flow
- Go to https://account.microsoft.com or use the Sign-in Helper.
- If the account is locked due to suspicious activity, follow the steps in Unblock my Outlook.com account and enter a phone number to receive a security code. Any SMS-capable phone can be used; it does not have to be previously associated with the account.
- If prompted to reset the password, complete the reset and sign in again.
- Improve the recovery form submission If the sign-in helper/unlock flow does not work and the system keeps directing back to the recovery form, increase the amount and quality of information provided:
- Use a working email address that can receive replies (can be a different account) as described in Help with the Microsoft account recovery form – Step 1.
- Complete the form from a device and location previously used to sign in (home/office, same iPad or PC) as recommended in Step 3: Fill out the Microsoft account recovery form.
- Before submitting again, gather more details as in Step 2: Gather required information:
- Exact subject lines of recent emails sent/received from that business account.
- Names and addresses of frequent contacts.
- Any other Microsoft services used with that account (OneDrive, Skype, Xbox, etc.).
- Old passwords that might have been used.
- Correct domain (for example, @hotmail.com, @outlook.com, or country variants like @outlook.co.uk).
- Answer every question possible; wrong answers do not count against the request, but blank answers reduce the chance of success.
- If the account is reported as locked or compromised
- If there is suspicion of hacking, use the guidance in How to recover a hacked or compromised Microsoft account via the sign-in helper tool there. It will either show self-help steps or offer a path to an agent depending on the situation.
- When direct human support is possible
- For personal Microsoft accounts, phone bots and web flows will still route back to the same recovery/sign-in helper tools. Support agents cannot override the automated ownership checks or manually reset passwords unless the recovery process verifies ownership.
- A support agent can be contacted (chat/web) using another Microsoft account (create a new Outlook.com account if needed) as described in the Q&A guidance, but the agent will still rely on the same recovery mechanisms and cannot bypass them.
If the recovery form continues to fail after multiple well-detailed attempts, and two-step verification or security info is unavailable, the documented position is that the account cannot be recovered because support is not allowed to access or change account details without successful verification.
