Which permission to enable users to propose Knowledge article from case resolve form

Hello!

Im trying to get our CS Rep users to be able to Propose a new Knowledge article when resolving cases but it is not appearing. I have enabled feature for Copilot in Copilot Service admin center but it looks like a permission is missing as "Propose knowledge article checkbox missing from case resolution form". I have been testing all different permissions and it only worked when i added the Knowledge manager security role to the users, but I dont want them to have that security role as some permissions override the first one. I need some help on EXACTLY which permissions triggers this option box in Resolution form.
