We should turn off fast startup in control panel before WOL test, is it normal behavior?

Windows for home | Windows 10 | Sleep and Power on, off

It is best to disable Fast Start-up before performing a Wake on LAN test to ensure correct results.

You can then re-enable Fast Start-up after the test, but it is not really necessary if you are experiencing problems with Windows startup or problems with Windows not shutting down correctly.
