Unable to update my Microsoft Learn Legal Name

I attempted to change my Microsoft Learn Legal name which brings me to a link for Engage Platform

In the Engage Platform I only see the business tenant page.
When I switch to personal tenant, it shows Locked and wont let me create a support ticket.

The Support at Microsoft told me to go here:
"You will see there the option to "Ask a question" you have to go there and move further from there only your issue will be resolve as we are from Microsoft account recovery department and we can only assist in recovering the personal Microsoft accounts."

There are no tags for Microsoft Learn nor changing Legal Name for my account
