Unable to complete enrollment for microsoft edge add on developer program

For enrolling in the Microsoft Edge program as a Company account, the following conditions must be met and completed correctly; otherwise, the enrollment UI (including the final button) may not allow proceeding:

1. Use a supported account type (MSA / GitHub → MSA)
   • The Microsoft Edge program requires a Microsoft account (MSA) as the Primary Owner of the Partner Center developer account.
   • A GitHub sign‑in is supported only in that it creates an MSA for use with Partner Center. Ensure that after signing in with GitHub, the flow has actually created and is using an MSA as described in the registration docs.
   • Work or school accounts are not supported for enrolling in the Edge program.
2. Confirm the account is a Partner Center developer account
   • To publish Edge extensions, the Partner Center account must be a developer account whose Primary Owner is an MSA, not a commercial account.
   • If the existing Partner Center account’s Primary Owner is not an MSA, create/register a new Partner Center developer account using an MSA (or via GitHub → MSA) and enroll that account in the Microsoft Edge program.
3. Complete all required Company fields on the registration form
   When “Company” is selected as Account type, additional required sections appear which must be validly filled before the final button is enabled:
   • Account country/region: Select the correct country/region. This becomes read‑only after enrollment.
   • Publisher display name (Company name):
     • Must be the registered business name of the organization.
     • Must be available (not already in use).
     • Must be ≤ 50 characters.
   • Contact info:
     • For a company account, the email must be the registered email address associated with the organization.
     • All required contact fields must be completed.
   • Company approver:
     • Appears only when “Company” is selected.
     • Name, email, and phone number of a person who can confirm authorization to create/manage the account must be provided.
   • Developer agreement:
     • Open the App Developer Agreement link, then check “I accept the terms and conditions”.
   If any of these required fields are missing, invalid, or not matching the expected company/organization details, the “Accept/Continue/Finish” button will remain disabled even if no visible error is shown.
4. If current Partner Center account cannot be used
   If the current Partner Center account is a commercial account (Primary Owner not an MSA) or cannot be enrolled correctly:
   • Create or use a personal MSA (or GitHub → MSA) as described in Step 1: Create a Microsoft account (MSA).
   • Register a new Partner Center developer account with that MSA and enroll in the Microsoft Edge program.
   • Choose Company as the account type and complete all required company fields as above.

Once the Company account registration form is fully and correctly filled and the Developer Agreement is accepted, the enrollment can be completed and the account will undergo verification for publishing extensions to Microsoft Edge Add‑ons.
