Community support and documentation cannot directly view or modify tenants, subscriptions, or billing accounts. The following actions are required to achieve what is described and to verify that nothing billable remains:
- Check and cancel Azure subscriptions and support plans
- In the Azure portal, go to Cost Management + Billing → Subscriptions (or Azure subscriptions) and review all listed subscriptions under each tenant that can be accessed.
- For each active subscription that should be removed, cancel it following the steps in Cancel a subscription in the Azure portal:
- Navigate to Cost Management + Billing.
- Select Subscriptions / Azure subscriptions.
- Select the subscription.
- Select Cancel.
- Review resources and select Cancel subscription.
- Choose a cancellation reason.
- If a support plan is shown and not used by other subscriptions, select Turn off auto-renew.
- Select Turn off resources if prompted (ensure data is backed up first).
- Select Cancel subscription.
- If there is an Azure Developer Support plan associated with a subscription, cancel it in the same flow by turning off auto-renew as described above.
- Understand what happens after cancellation
- After canceling the final subscription, Azure closes the current billing cycle within 72 hours and issues a final invoice for any remaining usage.
- Data and the subscription are not deleted immediately; they remain in a grace period and can be reactivated within the documented window before permanent deletion.
- Handle Microsoft Entra ID Free and tenant deletion
- Microsoft Entra ID Free cannot be canceled and is required to access and manage the billing account. Only Azure subscriptions can be canceled and deleted.
- If additional Entra tenants were created and one of those tenants was deleted, the associated Microsoft Entra ID Free subscription may still appear as active due to a known gap; this does not by itself indicate billable Azure usage.
- To delete a tenant, all subscriptions and resources in that tenant must already be removed. Use the Delete a Microsoft Entra tenant process to complete tenant deletion where possible.
- Close or delete MCA billing account
- If an Azure billing account under a Microsoft Customer Agreement (MCA) must be closed and there is still a Microsoft Entra ID Free subscription tied to it, a support request is required.
- The documentation explicitly states: if an Azure user wants to close a billing account that still has an active free subscription, a support request must be created in the Azure portal.
- Protect and clean up unused tenants and subscriptions
- Unused or unnecessary tenants and subscriptions should be deleted or transferred to an active tenant to reduce fraud risk.
- For subscriptions that should be moved instead of deleted (for example, if there are still needed resources), use the subscription transfer guidance (to a different tenant, EA account, or partner) before canceling.
- Inactive billing accounts and orphaned structures
- A billing account that has no usage, no sign-ins, and no support requests for at least 12 months is considered inactive and will be blocked after notification; Microsoft then proceeds to secure and ultimately delete inactive billing accounts, tenants, and subscriptions.
- To ensure nothing billable exists, verify that:
- All Azure subscriptions under all accessible tenants are in a canceled state.
- Any Azure plan subscriptions, reservations, or savings plans are canceled per their specific guides.
- No active Microsoft 365 or other license-based subscriptions remain if they are not needed.
- For any remaining orphaned or unclear billing structures (for example, MCA billing account still visible after tenant deletion), contact Azure or billing support to confirm status and request closure.
Because community tools cannot see the actual account, only the account owner or Microsoft support can definitively confirm that no billable subscriptions, MCA agreements, or Azure plans remain. Use the steps above in each tenant that can be accessed, and then open a support request from the Azure portal if confirmation or forced closure of an MCA billing account is required.
