Cursor/pointer refuses to change on windows 11

Hi!

I am able to access the pointer tab under mouse properties and find the alternative pointers in the customize section, but it won't let me apply any. Or if i do manage to make the apply button light up by clicking browse, it doesn't follow through. I've tried using different schemes as well. This is an issue on both my personal laptop and my work PC. Would realllyy love to change it as I've done it before - just not sure why its not working.
