MPN ID says it doesn't exist.

Hello,
We are trying to finish our Publisher Verification for our Microsoft Application.
We are receiving the following error:
The MPN ID you provided does not exist, or you do not have access to it. Please provide a valid MPN ID and try again. Learn more
However, we've already completed the vetting process on the partner center (It shows as authorized).
- The tenant is already associated with the domain.
- The publisher domain is the same.
- The person trying to use the MPN ID is a global admin on both the tenant and the partner center.
What is it that we're missing?
We found the MPN ID under Accounts Settings | Identifiers, we've tried both the PartnerGlobal and PartnerLocation IDs as well.

- The MPN ID being used is not the Partner Location ID tied to the verified tenant Publisher Verification normally requires the Partner Location ID associated with the specific Partner Center location that completed verification — not the Partner Global ID.
Go to: Partner Center → Account Settings → Organization Profile → Identifiers
Use:
Partner Location ID (not Global ID)
The location tied to the tenant/domain being used for the app registration
The Partner Center account has not fully propagated yet Even after vetting shows as completed, Microsoft’s backend systems can take anywhere from several hours up to 3–5 days to sync Publisher Verification eligibility into Entra ID / App Registrations.
This is extremely common.
The signed-in account does not have the correct role inside Partner Center Being a Global Admin in Entra ID is not always enough.
The account performing Publisher Verification should also be one of:
Account Admin
Partner Admin
Global Admin linked directly inside Partner Center
Sometimes the role assignment exists in Entra but not properly in Partner Center itself.
The app registration tenant does not exactly match the verified Partner tenant The following must all align:
Entra tenant hosting the app registration
Verified publisher domain
Partner Center tenant
MPN location association
Even a secondary tenant or CSP tenant mismatch can trigger this exact error.
Additional thing to check: In Entra Admin Center: Applications → App Registrations → Your App → Branding & Properties
Ensure:
Publisher domain is populated
Domain is verified
Domain exactly matches the Partner Center verified domain
For example: contoso.com ≠ apps.contoso.com
Also worth trying:
Sign out/in completely from both portals
Use InPrivate/Incognito browser
Remove and re-add the Partner ID association
Wait 24–72 hours after vetting approval
If all of the above is correct and it still fails, this is usually a Microsoft backend sync issue and requires a support ticket through Partner Center support referencing: “Publisher Verification failing despite completed business verification and valid Partner Location ID.”This error is usually caused by one of four things, even when Partner Center shows the account as “Authorized”.
