Because this is an issue with the directory itself (not just a configuration setting), the required action is to contact Microsoft support and open a support case so they can investigate and restore invitation capability if appropriate.
For contacting support and getting to a human agent, use the Microsoft Support contact options appropriate for the account type and product. If access to the Azure or Entra portals is available, a support request can also be created from there once signed in.
If the tenant ever becomes inaccessible due to inactivity or other blocking conditions, tenant administrators are expected to contact Microsoft using the published global support phone numbers or support channels to request reactivation or remediation.
