Work through these checks in order:

If you recently changed plans (for example, moved to Microsoft 365 Basic):- Microsoft 365 Basic does not include desktop apps like Word or Excel; it only includes web and mobile apps plus OneDrive storage.
- If a previous plan with desktop apps has expired, the installed desktop apps will stop working and may show that you are locked out or cannot edit/create documents.
