The behavior described (free credits not fully applied, unexpected post‑cancellation charge, and inability to open a support request from a canceled subscription) can’t be fixed from the portal alone and requires direct billing support review.
For this situation the next steps are:
- Open an Azure billing support request
- Go to the Azure portal Help + support blade and create a new support request with Issue type = Billing as described in the Cost Management + Billing FAQ under How do I contact Azure billing support?
- If the original subscription is canceled, still create the request at the billing account level and attach the affected subscription ID and invoice number in the description.
- Upload screenshots of:
- Cost analysis showing total usage (€178.67)
- The invoice that only shows ~€65 credits
- The original free‑trial offer ($200 credit) if available.
- Ask support to:
- Verify how much of the $200 free‑trial credit was actually granted and when it expired.
- Reconcile the detailed usage file with the invoice to confirm which charges were covered by credits and which were billed to the card. Use the “Review your individual Azure subscription bill” guidance to download the invoice and usage CSV (Subscriptions → your subscription → Billing → Invoices → Download Usage + Charges) and attach them to the ticket.
- Confirm whether any usage after the free‑trial period or after conversion to Pay‑As‑You‑Go was not eligible for credits, and whether any retroactive rating or late‑posted usage contributed to the €139.62 charge.
- Review and, if appropriate, adjust or refund the billed amount where credits should have applied.
- If there are unexpected charges beyond what the free credits and visible usage explain, use the “Analyze unexpected charges” and “Avoid charges with your Azure free account” guidance referenced in the billing FAQ to double‑check for:
- Usage that exceeded free limits after the free‑trial credit expired.
- Services that continued to run between April 22–24 and until the subscription was fully canceled.
- For the payment method that cannot be removed, include this explicitly in the same billing ticket so support can:
- Confirm that there are no active subscriptions or outstanding balances on that billing account.
- Remove or replace the stored payment method on the backend if the portal no longer exposes the option.
Because this is a billing/credit-application dispute, only Azure billing support can see the internal rating, credit application, and perform any refund or manual credit.
