From your description, it sounds like Microsoft Project is repeatedly starting in Office Safe Mode (a diagnostic mode that loads the app with limited features) and/or prompting Repair because the application may have encountered a startup failure or a component conflict.
Here are some workaround steps you can try:
1/ Confirm Windows is not in Windows Safe Mode
Office apps may fail or behave unexpectedly if Windows itself is running in Safe Mode. If your PC is in Windows Safe Mode, restart normally (or use Selective Startup for troubleshooting) and try launching Project again.

2/ Launch Project in Office Safe Mode (for diagnosis)
Safe Mode starts the app without add-ins/customizations and helps identify whether an add-in or customization is causing the startup issue.
- Please close Project completely
- Press Windows + R > type: winproj /safe > Enter
(Alternatively, hold CTRL while opening the app from its shortcut.)
If Project opens in Safe Mode, the issue is often related to add-ins or custom settings. Then move to Step 3.
3/ Disable add-ins (if Safe Mode works)
Safe Mode disables add-ins; if the app works there, a conflicting add-in is a common cause.
- Open Project > File > Options > Add-ins
- Under “Manage”, choose COM Add-ins > Go…
- Uncheck all add-ins > OK
- Restart Project normally
Then, re-enable add-ins one by one to identify which one triggers the issue.
4/ Run Office/Project Repair
If the issue continues (or Project won’t open even in Safe Mode), please run a repair:
- Windows Settings > Apps > Installed apps/Apps & features
- Select Microsoft 365/Office (or standalone Project if applicable) > Modify
- Run Quick Repair first; if not resolved, run Online Repair (more thorough).

Also, if Project always opens in Safe Mode, the shortcut may include a “/safe” switch. Office apps support command-line switches like /safe which will force Safe Mode at startup.
- Right-click the Project shortcut > Properties
- In Target, check if it ends with /safe and remove it if present.
5/ Contact Support
If the issue persists, you may choose one of the options below depending on your license to contact support:
Option A - If you’re using an organization-managed license
(Project included with Microsoft 365 / Project Online Desktop Client / Project installed by your company)
I recommend reach out to your organization’s IT admin to verify your license assignment, add-ins policies, and installation health. Business support requests typically need to be submitted by a IT admin via the Microsoft Admin Center (Help & support > Contact Support).

Option B - If you’re using a personal/standalone (non-org) license
(Project standalone/perpetual purchased for personal use and tied to a personal Microsoft account)
- Please visit Contact - Microsoft Support to reach Microsoft Support directly.
- Enter Office or your issue in general in the box below "We're here for you" then click "Get Help"
- Scroll down and click on Contact Support then log in to your personal Microsoft account
