Azure Marketplace offer showing limited markets/regions

Hi, I created my marketplace offer via partner center and a plan to go along with it for a private offer. This is for a professional services offer to implement our software offering - https://marketplace.microsoft.com/en-us/product/stardogunioninc1706307162993.stardog-vm?tab=Overview. The problem is that our customer's billing ID is Netherlands based and the only markets I see to select for the newly created professional services offer is US, Canada and Netherlands. Is that a restriction or am i missing something?
