My developer account cannot create a payment profile because the button is missing

Hi, My Microsoft Store developer account(******@gmail.com) is active and I can access the Developer Center.

However, when I tried to submit an application, it asked me to create Payout and Tax information. But under Partner Center → Account settings → Payout and tax profiles, the page shows “You currently don't have any payment profiles” but there is no button to create a new payment profile.

Please manually create a Payee account for my tenant so that I can add payment and tax information and submit a paid app.
