New Classic Outlook Rule Give Incorrect Status

When adding a particular new Rule in Classic Outlook from a laptop computer, it comes annotated with "for other computer" where it should say "client-only" as it is for this computer, not another. This is incorrect. Every other Rule that I have created on this laptop that is too complex to replicate in Outlook.com says "client-only" as the Rule I just entered can only run on this laptop. I have tried deleting and re-adding, but I get the same result ("for other computer"). MS live tech support told me that the "for other computer" means that it will only run on the other computer (as if it had been created on one of my other computers, but it was not).

How do I fix this?
