Sending, receiving, and organizing email in Outlook.com
Because “Only trust email from my Safe senders and domains” is enabled, Outlook.com is intentionally treating any sender that is not in Safe Senders or Safe Recipients (or inside the organization) as junk, regardless of how often items are marked “It’s not junk.” This setting overrides the “Standard” incoming mail handling and user training.
To stop all mail going to Junk while still filtering spam, adjust the junk settings as follows:
- Open Outlook.com in a browser and sign in.
- Go to Settings (gear icon).
- Select Mail > Junk email.
- Under the junk options, locate the setting similar to:
- “Treat all email as junk unless it comes from someone in my Safe Senders or Safe Recipients lists, or from senders in my organization.”
- Clear/turn off this option so that only the normal junk filter is applied.
- Ensure Safe Senders, Safe Recipients, and Blocked Senders lists contain only what is intended.
- Save the changes.
After this, Outlook.com’s junk filter will again use its normal logic instead of forcing everything not on the safe lists into Junk. Continue to use “It’s not junk” on legitimate messages that still get misclassified so the filter can improve.
If messages continue to go to Junk incorrectly after adjusting this setting and waiting some time, use the Outlook.com in-product Help → Still need help? path to contact support as described in the referenced article.
