The framework for legally deploying and using Microsoft Exchange Server or Exchange Online, based on server and client access models.
The most likely cause is that the Exchange Online organization and/or mailbox provisioning is not yet fully completed, or the mailbox is not correctly licensed/created.
Check the following:
- Confirm the license
- In the Microsoft 365 admin center, verify that the user account has an Exchange Online Plan 1 (Exchange Online) license assigned.
- If the user does not have an Exchange Online license, Outlook/Exchange services will not be available.
- Check for an on‑premises mailbox
- If the same user already has a mailbox in an on‑premises Exchange environment, an Exchange Online mailbox will not be created for that user, and the Outlook/Calendar/People links in Microsoft 365 will remain unavailable.
- Allow for setup time
- When a new Microsoft 365/Exchange Online organization is created, it can take up to 24 hours for the Exchange Online organization itself to finish provisioning.
- After assigning an Exchange Online license to a user, it can take up to 15 minutes for the user’s Exchange Online mailbox to be created and for Outlook/Calendar/People to become available.
- The user should sign out of the Microsoft 365 portal and sign back in after this time.
- If it has been more than 24 hours
- If the tenant was created more than 24 hours ago and the user has had an Exchange Online license assigned for more than 15 minutes, but Exchange/Outlook is still unavailable, contact Microsoft 365/Office 365 Support to check the service health and the status of the tenant and mailbox provisioning.
