A Google Takeout ZIP file is just a compressed archive of files. To open it and move the contents to a new Windows PC, use an external drive or similar method. One possible end‑to‑end approach is:

1. On the old PC (where the Takeout ZIP is now)
   1. Connect an external storage device (USB stick or external hard drive).
   2. Open File Explorer from the taskbar.
   3. Go to This PC and double‑click the external drive.
   4. Copy the Google Takeout ZIP from the desktop into the external drive (drag and drop, or right‑click > Copy, then right‑click in the external drive > Paste).
   5. Wait for the copy to complete, then safely eject the external drive.
2. On the new PC
   1. Connect the same external storage device.
   2. Open File Explorer > This PC, then open the external drive.
   3. Copy the Google Takeout ZIP from the external drive to a folder on the new PC (for example, Documents or Desktop).
   4. After the copy finishes, right‑click the ZIP file on the new PC and select Extract All….
   5. Choose a destination folder and complete the extraction wizard. The contents of the Takeout (folders like Mail, Drive, Photos, etc.) will appear in that folder as normal files.

From there, the files can be organized, opened, or imported into other apps as needed.

If cloud storage is preferred instead of an external drive, OneDrive can be used to move files between PCs by syncing the ZIP (or the extracted contents) from the old PC to OneDrive, then syncing them down on the new PC.
