For a retail Visio Professional 2013 key that reports it has been used too many times and where the old PCs no longer exist, the supported path is to use phone activation and have activation reviewed by Microsoft support.
Steps:
- Start Visio 2013 on the new PC.
- Go through the activation wizard until the option for phone activation appears (or the wizard offers an alternative activation method).

- When connected, bypass the automated prompts and stay on the line until connected to a support agent.
- Explain that the Visio Professional 2013 retail key is legitimate, that the old PCs are no longer in use, and that activation is blocked due to “too many installations.”
- Provide the installation ID shown in the activation wizard if requested, and follow the agent’s instructions. The agent can review and, where appropriate, reset or otherwise enable activation for the key on the current device.
There is no self-service way to “reset” the activation count for a retail Visio 2013 key; intervention via phone activation/support is required.
