Hello, I was wondering if I could use the Graph API and Microsoft Teams to have this:

  1. Schedule multiple videocalls by one account using the Graph API
  2. Have simultaneous videocall at the same time (the one created by the single account)
  3. The creator of the call doesn't need to be in the call, only the persons invited
  4. Guest can join the call by a link or an invitation

Is there any limitation with this? Do I need only one license for the account that will be used to create the calls?

Using Microsoft Graph with Microsoft Teams, an application (or service account) can create online meetings and calls for others without the organizer being present, and guests can join via meeting links.

From the cloud communications and Teams APIs:

    1. Creating meetings/calls with one account
      • The cloud communications API and Teams APIs support creating online meetings and calls programmatically using a service application (bot) or app identity.
      • Common use cases include “Create and retrieve online meetings” and “Creating and joining 1-1 and group calls” using the onlineMeeting and call resources.
      • The app can “create and retrieve meetings on behalf of users” and “create an online meeting” via onlineMeetings.
    2. Organizer not required to attend
      • Service applications (bots) “act like participants in a call, and … create and retrieve meetings on behalf of users.”
      • Once an online meeting is created, participants can join using the meeting coordinates; the organizer does not need to be in the call for others to meet.
    3. Guests joining by link/invitation
      • Online meetings created via Graph expose meeting coordinates that can be shared with external participants. These scenarios are explicitly supported for “doctor and patient” or “user and their direct reports,” implying external/guest access via meeting join links.
    4. Multiple/simultaneous calls or meetings
      • The documentation describes creating and joining 1:1 and group calls, IVR calls, and online meetings, and does not state a per-organizer limit on concurrent meetings beyond general Teams service limits.
      • It notes that “Microsoft Teams limits” and “throttling limits for Microsoft Teams services” apply when using Graph. Any practical cap on simultaneous meetings would come from those general Teams/Graph limits, not from the basic capability to create multiple meetings.
    5. Licensing
      • The communications API requires appropriate Graph permissions (for example, OnlineMeetings.ReadWrite.All, Calls.Initiate.All, Calls.InitiateGroupCall.All, Calls.JoinGroupCall.All, Calls.JoinGroupCallAsGuest.All, Calls.AccessMedia.All) granted by an administrator.
      • The context specifies required permissions but does not detail licensing models or how many licenses are needed, so only the permission requirements can be confirmed from the provided information.

In summary, Graph and Teams support programmatically creating multiple online meetings and calls from a single app/account, allow invitees (including guests) to join via links without the organizer present, and are governed by standard Teams service and throttling limits. The documentation in context specifies required Graph permissions but does not define licensing specifics.
