struggling to complete MSIX Game submission in Partner Center

For MSIX app submissions, the Properties and Submission options sections must be fully completed before Submit for certification becomes available.

Check the following in Partner Center for the MSIX product:

1. Properties section
   • Ensure all required fields are filled, especially:
     • Basic info (app name, description, category, etc.).
     • Privacy policy URL if the app accesses personal information or otherwise requires one. Missing a required privacy policy is a common reason submissions remain incomplete.
     • Any other mandatory product declarations and age ratings.
   • Verify that all questions in the Age ratings section are answered completely and accurately, as missing or incomplete age ratings can block certification.
2. Submission options → Notes for certification
   • While Notes for certification itself is not required, missing required information that should be provided there can cause certification issues later. Make sure that, if applicable, you have:
     • Test account credentials (user names and passwords) if sign-in is required.
     • Steps to access hidden/locked features.
     • Steps to verify background audio usage.
     • Any expected regional behavior differences.
     • A brief note on what changed in this update (if this is an update submission).
   • These notes help ensure the app can be fully tested; if testers cannot fully test the app, certification may fail even if the UI shows the section as complete.
3. Avoid common certification blockers
   • Confirm the app is complete (no placeholder or under-construction sections or links).
   • Run and pass the Windows App Certification Kit on the package.
   • Ensure the app behaves correctly without network connectivity.
   • Confirm the app description clearly matches what the app does.
4. Final check and resave
   • Reopen each subsection under Properties and Submission options, make a small change (if needed), and click Save to force Partner Center to re-validate completeness.
   • After all required subsections show as complete, return to the submission overview; the Submit for certification button should then be enabled.

If, after verifying all required fields (especially privacy policy and age ratings) the sections still show as incomplete, capture screenshots of the Properties and Submission options pages and contact Partner Center support, as there may be a portal-side validation issue.
