We are unable to deploy any model on an Azure OpenAI / AI Services account. All deployment attempts fail immediately with error code 715-123420: An error occurred. Please reach out to support for additional assistance. The failure occurs from both Azure Portal and Azure CLI, and from a freshly created resource group, which suggests a platform-level block rather than a configuration issue.
Based on Microsoft Q&A thread 5856351 and related threads (5825772, 5836072), this error code appears to indicate that the deployment request is being blocked by Azure's Real-Time Fraud Protection (RTFP) system, and requires a collaboration ticket with the internal security team for manual review and unblock.
We are requesting that review.

This error pattern points to the platform but not a normal deployment problem.
Your issue won't typically be fixed by changing model, region, quota, or recreating the resource, and it needs a manual review by Azure support specifically I think the internal security team.
What I recommend you is to open a support ticket where you include the trace id, the client request id and the service request id.
