Using the same email address to create or access multiple tenants can cause sign-in issues, especially in external/CIAM tenants.
One known issue is when the same email is used both as the admin who created the tenant and as a local customer account in that tenant. In that case, the lower-privileged customer account can take precedence, and sign-in happens as the customer instead of the admin, preventing tenant administration.
To resolve this:
- Avoid using the same email for both admin and customer accounts in the same tenant. When creating a local customer account, use a different email address than the admin account.
- If a customer account with the same email already exists:
- Sign out completely.
- Sign in to the admin center using
https://entra.microsoft.com(without appending the tenant ID or tenant name in the URL), and choose the correct admin identity when prompted.
If the problem is that the tenant itself is blocked or inaccessible (for example, due to inactivity), the tenant admin must contact Microsoft support by phone to request reactivation or assistance, as described in the referenced guidance.
