The error code 715‑123420 typically indicates an internal validation or account‑level restriction that blocks model deployments at the service level. This is not caused by deployment configuration or model selection, and as a result, all deployment attempts fail immediately. Resolution requires intervention from the Azure support team to review and unblock the backend state associated with the subscription or resource.

This issue also comes from un-supported API version, templates and commands.
