An Azure service that enables managed service providers, independent software vendors, and enterprise IT teams to deliver turnkey solutions through the Azure Marketplace or service catalog.
Permanently deleting a user account in Microsoft Entra ID does not, by itself, cancel or remove recurring billing or licenses that were ordered through Microsoft Marketplace or Microsoft 365.
Licenses and subscriptions are tied to the tenant’s billing account and subscriptions, not just to the individual user object. To stop recurring billing or fully remove a license, the subscription must be canceled or allowed to reach a deprovisioned state according to the subscription lifecycle. Deleting the user alone will not ensure that recurring charges stop.
To allow tenant or organization deletion, all subscriptions (including those acquired via self-service or trials) must be fully deprovisioned or explicitly deleted, and any self-service sign-up products must be put into a Deleted state by an administrator.
Key implications:
- Deleting a user can free up or remove that user’s assignment, but the underlying subscription continues until canceled/expired/deprovisioned.
- For self-service sign-up products (for example, Power BI, Azure RMS, Power Apps, Dynamics 365), an Entra administrator must delete those products from the tenant; otherwise they block organization deletion.
- For Microsoft 365 or other license-based subscriptions, recurring billing must be turned off or the subscription canceled, and then allowed to progress through Expired → Disabled → Deprovisioned before the tenant can be deleted.
Therefore, recurring billing/licenses must be managed and canceled at the subscription or product level; permanently deleting the user account alone does not remove the recurring billing/license.
