Windows Defender damaged by Defender Control - IT administrator error Windows 11

I used a tool called Defender Control by Sordum to disable Windows Defender for a game installation. Now I cannot re-enable it. Windows Security shows ‘Your IT administrator has limited access to some areas of this app’ error on the Virus & threat protection page. Microsoft Defender Antivirus shows as turned off in Security providers.

I have tried registry edits, SFC, DISM, Group Policy reset, System Restore, and FRST fixes but nothing has worked.
