Copilot Voice and the “Hey Copilot” wake word require a stable internet connection to Microsoft’s cloud services. When Norton VPN is enabled, it is likely blocking or disrupting the network traffic Copilot Voice needs, so Copilot cannot “hear” or respond.

To address this, configure Norton VPN so it does not interfere with Copilot traffic, for example by:

    1. Ensuring the PC has full internet connectivity while VPN is on (no blocked DNS or HTTPS traffic to Microsoft services).
    2. Checking Norton VPN settings for any app- or site-specific blocking that might affect Copilot or the browser/app used for Copilot.
    3. Temporarily disabling any “block tracking/ads” or similar aggressive filtering features in Norton VPN and testing Copilot Voice again.
    4. If issues persist, using Norton support to identify which VPN rule is blocking Copilot’s voice traffic and creating an exception.

If the PC is offline or Copilot traffic is blocked, Copilot Voice and “Hey Copilot” will attempt to connect but will fail and end the call.
