Ctrl+Tab doesn't work on Edge as Assigned Access with public browsing mode

When using Edge as a Kiosk via Assigned Access with --edge-kiosk-type=public-browsing, the Ctrl+Tab shortcut doesn't work to cycle throught open tabs.

Not sure if this is a bug, expected behavior, or some setting that is missing. Note that Ctrl+PgDn and Ctrl+PgUp DO work for cycling through tabs, so I'm not sure what behavior blocking Ctrl+Tab was supposed to impede.
