Hardware Dev Center access suspended--appeal process offered but unreachable

Our Hardware Dev Center access was removed approximately two weeks ago with a notice citing a terms violation (we still have access to Partner Center overall, just not the hardware center). The notice explicitly offered an appeal process if we believed the finding was in error--which we do. OWC has signed kernel-mode drivers for commercial Windows products (MacDrive, SoftRAID) through this program for years without incident, and we have not changed our practices.

We have not been told the specific nature of the alleged violation.

I opened a support case, where I was offered the appeal process. When I requested the appeal, the case was closed without comment. Reopening the case, asking for clarification, just causes it to close again without comment (I fear it's getting automatically closed without human review).

This is blocking all driver releases for both products, causing financial harm to our company.

Has anyone navigated a similar situation? Is there a direct path to a human reviewer for Hardware Dev Center account issues?

For Hardware Dev Center / Partner Center dashboard account issues, including access suspension and appeals, the supported path to a human reviewer is through Windows developer support for the Partner Center dashboard.

    Follow this process:

    1. Go to the Windows developer support page for dashboard issues: Windows developer support.
    2. In the Non-Technical Support – Dashboard section, select Ask Copilot.
    3. Sign in with the same Partner Center account that owns the Hardware Dev Center access.
    4. Copy and paste the validation code into the Copilot chat field as instructed.
    5. Describe the issue (Hardware Dev Center access suspended, appeal process not reachable, support cases auto-closed). If Copilot cannot resolve it, it will provide a link to open a support ticket.
    6. Use that link to open a new dashboard support ticket, making sure to:
      • Select the category for Dashboard issue and then Hardware submissions & signing (all OS version), as documented for hardware submission support.
      • Clearly state that the account was suspended, that the original notice mentioned an appeal process, and that previous tickets are closing automatically without comment.
      • Include business impact (blocked driver releases, financial impact) and request escalation to the appropriate backend or compliance team.

If the ticket is already open but not getting human attention, re-open it via the same Windows developer support channel and explicitly request escalation, referencing the previous case IDs and emphasizing that this is an account enforcement/appeal matter.

This is the documented route to reach the Windows hardware engineering support team and have the request linked correctly to the Hardware Dev Center/Partner Center account for review and escalation.
