For Hardware Dev Center / Partner Center dashboard account issues, including access suspension and appeals, the supported path to a human reviewer is through Windows developer support for the Partner Center dashboard.
Follow this process:
- Go to the Windows developer support page for dashboard issues: Windows developer support.
- In the Non-Technical Support – Dashboard section, select Ask Copilot.
- Sign in with the same Partner Center account that owns the Hardware Dev Center access.
- Copy and paste the validation code into the Copilot chat field as instructed.
- Describe the issue (Hardware Dev Center access suspended, appeal process not reachable, support cases auto-closed). If Copilot cannot resolve it, it will provide a link to open a support ticket.
- Use that link to open a new dashboard support ticket, making sure to:
- Select the category for Dashboard issue and then Hardware submissions & signing (all OS version), as documented for hardware submission support.
- Clearly state that the account was suspended, that the original notice mentioned an appeal process, and that previous tickets are closing automatically without comment.
- Include business impact (blocked driver releases, financial impact) and request escalation to the appropriate backend or compliance team.
If the ticket is already open but not getting human attention, re-open it via the same Windows developer support channel and explicitly request escalation, referencing the previous case IDs and emphasizing that this is an account enforcement/appeal matter.
This is the documented route to reach the Windows hardware engineering support team and have the request linked correctly to the Hardware Dev Center/Partner Center account for review and escalation.
