Unbanning a Xbox that i just bought

I recently just bought an Xbox that to my knowledge was not banned but when logging on to it it says the hardware has been banned and the account of the last person was not on it so I can't contact anybody to pull in a report

    Is saying that my Xbox is console band and I can't get back into either of my accounts and I don't know what to do like I even tried to appeal it and it's not doing anything so like that like $300 down the drain
