Key points:

• Only a Global Administrator on the Microsoft Entra tenant can complete enrollment for MAICPP.
• The user who creates a new tenant during enrollment is automatically assigned the Global Administrator role for that tenant.
• After enrollment, Global Admins (or other appropriate admin roles such as Account admin or User management admin) can assign additional Partner Center roles as needed via Settings → Account settings → User management.

If enrollment is failing, verify that the signed-in account is a Global Administrator on the tenant being used for Partner Center/MAICPP enrollment.
