Gamertag is my real name + being forced to pay to change (never changed before)

hi, i was trying to change my gamertag (since its my full legal name, which is a privacy concern), but it says i have to pay (even though the first change is 'free')? I don't remember any changes, and I know full well that if the change existed, it wouldn't be my full legal name.

Any help?
