Subject: Cannot submit app — "Update tax and payout information" message persists

Hello,

I am trying to submit my app "LegalDan" (Store ID: 9N1CDX2GRHL3) for certification, but the "Submit for certification" button remains disabled.

The pink banner says: "You need to update your tax and payout information before you can charge money."

However, I have already completed all the required steps:

  • Payment profile (Bank Leumi, Israel) — set up and confirmed
  • Tax profile — submitted
  • All submission sections show "Complete" (Pricing, Properties, Age ratings, Packages, Store listings, Submission options)
  • I received confirmation emails that my payout and tax profiles were updated

My Seller ID is 94061520.

It has been over 24 hours since I completed the profiles. Could you please verify my account and enable the submission button?

Thank you, LegalDan

This issue cannot be fixed from the app submission side. The tax and payout validation is handled at the Partner Center account level, and when it is blocked even though all submission sections are complete, a support request is required so Microsoft can correct the account configuration.

Open a support ticket with Microsoft for Partner Center/billing so they can review Seller ID 94061520 and clear the “update your tax and payout information” requirement on the account. Once support has corrected the profile status, the “Submit for certification” button will become available and the app can enter the normal certification process.
