How to add child to Microsoft Family Safety

My husband and I cannot seem to add our son to our Microsoft Family Safety account. He can log into his Microsoft Account using his email address but, when he tried to accept his invitation to join the group, the Microsoft Family page says that his email address doesn't exist (even though the next tab over, he is IN his Microsoft account). When I try to create new account, it says his school email address cannot be used to create a microsoft account. A friend suggested I make a gmail account for him to link to the Microsoft family account, but he's 12, he doesn't need TWO email addresses. I've been sitting here for 2 hours already. Why is this Family Safety process so tricky and convoluted? What am I doing wrong?No where can I find simple, complete instructions for this.
